Frankley Great Park representation - letter to the Conservative Party
I have written to the Conservative Party following a report in the Birmingham Dispatch today that Councillor Morrall may have been re-admitted as a member, and could potentially stand as a candidate again next year.1
The background to this case is that:
In January 2024, Councillor Simon Morrall pled guilty to a charge of harassment.2 According to reports, Birmingham Magistrates’ Court imposed a two-year restraining order – due to expire in January 2026 – on account of the ‘distress’ that all parties accepted was caused to the victim.3
He was suspended by the Conservative Party when the case was made public in July 2023.4
In my view, this conduct is not compatible with position of trust that standing as a councillor entails. The letter can be found below.

Dear Kevin,
Re: Councillor Simon Morrall – readmission to Conservative Party membership
I am writing to seek urgent clarification regarding the membership status of Councillor Simon Morrall, Frankley Great Park ward.
Cllr Morrall was suspended from the Conservative Party in July 2023 following his arrest and subsequent conviction for harassment in January 2024. A two year restraining order was also imposed.
Cllr Morrall now says he has been readmitted to the Conservative Party despite this serious conviction, as reported in the Birmingham Dispatch.
Councillors have access to sensitive information and they serve in a position of trust. I hope and I am sure you would agree that these actions are incompatible with continued party representation.
I am therefore writing to ask you:
Is Cllr Morrall a member of the Conservative Party?
Is Cllr Morrall eligible to be re-admitted to the Birmingham Conservative Group?
If Cllr Morrall was readmitted, could he stand as a Conservative candidate in next year’s election?
I look forward to your urgent reply.
Yours sincerely,
Laurence Turner
Member of Parliament for Birmingham Northfield
